Competition for Selecting an Audit Entity
The Public Institution "Educational Advising Center", announces a public competition for the
selection of an audit entity to carry out the audit of the financial reports of the project
“Technical assistance to public administration in the field of European Integration and Policy
Development”, implemented with the financial support of the Soros Foundation Moldova.
Project duration: September 24, 2024 – September 23, 2025.
The application must be submitted electronically, in Romanian, and will contain:
The technical offer must mandatorily include the following elements:
Name of the audit company;
Full name of the organization’s leader and of the team involved in the audit. Updated
CVs of the audit team that will be engaged in providing the service;
Contact information, including address, phone numbers, e-mail, website;
Certified copy of the Extract from the State Register of Legal Entities;
Certified copy of the License for practicing audit activity;
The company’s audit experience, in particular its experience working with non-
commercial and international organizations;
List of clients who have benefited from audit services provided by the bidder;
A declaration regarding the absence of affiliation with the Beneficiary, including the
founding members or members of the Board of Directors of the Public Institution
"Educational Advising Center" and the Soros Foundation Moldova;
Other relevant information.
The financial offer will include:
Price offer (in MDL), including VAT and the general criteria for estimating audit
services under the above-mentioned conditions;
Duration of the audit (in working days, from the start of the audit to the issuance of
the final report);
Period during which the company is available to perform the audit.
Prequalification conditions:
To carry out the task, the audit company must meet at least two of the following conditions:
Be registered in the public register of audit entities in the Republic of Moldova;
Be a national accounting or audit entity that is a member of the International Federation
of Accountants (IFAC); or
Be a national accounting or audit entity which, although not a member of IFAC,
undertakes to perform this mission in accordance with IFAC standards and ethics.
